TitleData Management and Quantitative Analysis of Public Services

Abstract

This seminar aims to address the problems in developing robust quantitative analysis models for public services. While mainstream approaches emphasizing well-defined data, methodology, and theoretical foundations are widely accepted, they often overlook the inherent complexities and limitations at each stage of model development. The primary objective of this seminar is to present innovative approaches that mitigate common pitfalls in three key areas: i) Data: addressing issues of completeness in integrated databases and data error in longitudinal databases; ii)  Methodology: Identifying and overcoming methodological problems associated with mainstream models developed for public services (specifically in the university sector); iii) Theory: Presenting systematic literature review tools to identify and manage the existing knowledge in a specific field. The seminar will present empirical analyses in different public and regulated sectors that demonstrate the practical application of these refined approaches. By proposing strategies to address common data-theory-methodology challenges, this presentation aims to improve the quantitative analysis of public services, ultimately supporting more effective analysis for policy evaluation and policymaking.

 

Short Bio

 

Simone Di Leo received his Ph.D. - Doctor Europaeus cum laude in Industrial and Management Engineering in January 2024 from Sapienza University of Rome, with a dissertation on “Performance Evaluation of Public Services using Nonparametric Analysis. He has been visiting researcher at the Université catholique de Louvain (Belgium) from March 2023 to June 2023. He is currently a research fellow at Sapienza University of Rome with a project on “Strategic Analysis of the Italian Retail Energy Market” in collaboration with the Italian regulatory agency ARERA. He has been principal investigator of the project “The assessment of waste management in Italy through recent and advanced efficiency techniques (WastEF)”. He participated in various international research projects such as European Tertiary Education Register and Research Infrastructure for Science and Innovation Studies, aimed at analyzing higher education institutions in Europe. The results of his research have been published in international peer-reviewed journals such as Journal of Informetrics, International Transactions in Operational Research, Scientometrics, Scientific Reports, Utilities Policy and others.
