The OECD Benchmarking Higher Education System Performance Project: Research questions and data opportunities
The OECD proposes a programme of work to contribute to the enhancement of performance of higher education systems, which includes a different approach from league tables and rankings - a benchmarking approach to higher education system improvement.
The approach includes a metric benchmarking as well as a policy and practice benchmarking exercise in order to tell the story behind the performance of higher education systems. It will enable cross-country comparisons and peer learning to support the developmental dimension of performance measurement and management, and inform higher education policy design, implementation and evaluation.
The seminar will address two main points
• The concerns regarding the performance of higher education systems;
• The methodological approach to measuring and comparing the performance of higher education systems.
Short bio
Claudia S. Sarrico is currently the OECD lead policy analyst of the benchmarking higher education system performance project. Previously, she was an associate professor at ISEG Lisbon School of Economics and Management, University of Lisbon, and a senior researcher at the Centre for Research on Higher Education Policies. In 2014/15, she was a visiting fellow of the Warwick Business School. She holds a degree in Industrial Engineering and Management from the University of Aveiro (Erasmus Scholarship at Université de Lyon III, France and Commett Scholarship at Universität Freiburg, Germany), and PhD in Industrial and Business Studies from Warwick Business School. She has served as an advisor to the Board of Portuguese Research Funding Council (FCT), an advisor in the Office of Studies and Analysis of the Agency for Assessment and Accreditation of Higher Education, and worked as an assistant professor at the University of Aveiro. She was also a consultant in the operational and statistical research group at Royal Mail Consulting and a scientist at the supply chain management unit of Unilever Research. She did her final degree project at FhG-ISE, Fraunhofer Institute for Solar Energy Systems, Freiburg, Germany. She has worked mainly on quality and performance issues in the areas of education, higher education and science.
