 ding of transit services: from operating subsidies to capital grants for e
 cological transition AbstractThe fairness of public subsidies to transit s
 ervices is a matter of continuous debate in transport economics field. Pub
 lic authorities in most developed countries provide economic compensation 
 to transport operators\, citing positive externalities\, economies of scal
 e in production\, second-best pricing of private mobility\, and equity con
 siderations. Concurrently\, there is a global push for public policies tha
 t promote the ecological transition of bus fleets. The main reason behind 
 these multi-billion capital grant programs lies in the need to reduce urba
 n pollution levels. Public-funded bus services are considered an optimal s
 tarting point for urban fleet electrification due to factors like fixed ro
 utes and schedules\, centralized depots\, shared infrastructure\, high yea
 rly mileage\, and high visibility. However\, assuming public spending limi
 ts\, it is important to question whether or not governments should directl
 y support electric buses. The seminar will address this research question 
 by presenting Mirko’s lines of research\, as well as providing a state-of-
 the-art of current knowledge on these topics. Focusing on cost-benefit ana
 lysis\, it will emerge that electric buses are presently not welfare impro
 ving. Nevertheless\, when adopting a broader strategic perspective\, the a
 ctions of public authorities in promoting electric buses become more compl
 ex. The seminar will also outline Mirko’s research in progress and future 
 research directions. Short bioMirko Giagnorio is a Postdoctoral Researcher
  at Sapienza University of Rome\, where he got a Ph.D. in Industrial and M
 anagement Engineering. He defended a thesis focusing on the ecological tra
 nsition of public transport\, which won the SIET Best Doctoral Thesis Awar
 d 2023. Research interests include transport cost-benefit analysis\, appra
 isal and sustainability\, transport policy and pricing\, and zero-emission
  buses. He has conducted studies and analyses relating to economic\, regul
 atory and technical matters in the public transport field for various inst
 itutional and private bodies in Italy and abroad\, such as the Italian Min
 istry of Infrastructure and Transport\, Lazio Region\, ISFORT\, and VTI in
  Sweden. He also visited Cornell Tech as visiting fellow in 2023. He teach
 es Economics and Management of Public Administrations.
